Having read some of Hodges articles on turing's work at http://www.turing.org.uk/publications/ it seems clear to me that Turing is consistent in stressing that the UTM applies to procedures which are (variously described as ) "mechanical", "methodical", "explicit" and that he consistently contrasts this with the non mechanical results of "intuition". The articles on this site are also illuminating as to the church-turing hypothesis and Turings response to Godel. I mention these because there are useful parallels with your f1/f2 distinctions |
