Patrick You asked, "What specifically in this article by Chomsky do you think is important to know for an NLP modeler?" The thinking (Stimulus-Response) about models adequate to describe (let alone explain) human behavior continues decades after Chomsky's review of Skinner to be flawed by a lack of appreciation of the gross inadequacy of S - R models as possible candidates. A deep appreciation of Chomsky's points would be an effective antidote - if it were read and understood. So, on second thought, I recommend that all readers except Patrick read the article cited.
