Scott,

This situation can be created. To do so you would implement it as you've described! They question would be what would be the appropriate context in which to use it.

Haven't ever seen it naturally occuring (meaning prior to an intervention) as you've included the high performance state as one of the steps. Without this peice it looks a lot like some naturally occuring stuff out there.
