Your description seems to me to be a strategy for achieving verbal competency (the hydro-electric example), If your purpose is competency in conversations, it sounds like it does the trick.

Now suppose that we found ourselves in a situation where we had to construct such a system. Let's say a simple version - would the verbal competency be adequate to accomplish this?
Or perhaps, a better example would be if we traveled to a hydro-electric plant in operation, could you based on the verbal knowledged required troubleshoot the system or even identify with some accuracy the elements in the actual operating system before us?

I do personally spend time listening to and questioning highly competent people about their work and greatly enjoy it (as well as noticing the various strategies of competency employed in different fields. This is highly enjoyable however I don't believe that I actually have any competency until I can actually operate (see the various degrees of tests for that above) in that environment.
